Outcomes:
A series of outside evaluations of ELLI show that the program is helping its school-age, “limited English proficient” (LEP) participants perform better in school and better on California’s standardized tests. Findings from a September 2005 analysis of the program include that:
- ELLI students on average either maintained or improved their English proficiency level for each standardized subtest (listening/speaking, reading, writing). On the listening/speaking subtest, ELLI participants gained 11 scale score points against their English language learning peers who did not participate in ELLI; and,
- At least 15% of each grade level of ELLI students attained the status of “fluent English proficient.” And 53% of ELLI participants in the 4th grade achieved fluent English proficient status.
Moreover, ELLI is making a difference in the lives of the families it serves. Data show that adult participants feel more connected to their communities and are better able to reinforce the learning their children do in school as they improve their English in the safe and supportive environment that a library provides.
